I have talked to a few people within the Rotary Club and as far as they know, the club does not interact with the Governor and he does not have any authority to make an impact on the Rotary Club's operations.

As far as Constitutionally mandated, the Rotary Club would not be considered in that category. they do not seek protection form the State. they do have their own set of rules within the club that you could consider a constitution, but not as far as a state constitution

The Rotary Club does not have the power to tax the public but it does "tax" within. every meeting, which is once a week, towards the end of the meeting the "Finemaster" comes to the front and begins. each week there is a new Finemaster to keep it fair. The fine is typically $5, and you can be fine for pretty much anything. even slapstick reasons.. which make it much more amusing. even though i was not a member, i was fined for my phone going off during the Finemaster proceedings. i gladly paid the $5. this money goes into the general fund for the Club and helps pay for charity events and activities such as the Rotary Pancake Breakfast during San Carlos Hometown Days, which i will be volunteering.

My Cp, being the San Carlos Rotary Club does not exactly take political stands as a whole. that being said, 3 of the last 4 mayors of San Carlos have been Rotary members and they get support from many people within the club, but each individual is entitled to their own opinion and they do not use the Club as backing. Not everyone in the Club may agree with one person or a certain topic so the Club itself is not used to take political stands.
